Man who gave homeless people haircuts receives cosmetology license

TUCSON – A cosmetology student who was under investigation for cutting hair without a license has now graduated.

Juan Carlos Montes-De Oca volunteered his time and services to give free haircuts to the homeless, which prompted an investigation by The Cosmetology Board.

Juan Carlo was then supported by Governor Doug Ducey, causing the board to back off.

He now works as an apprentice for Tony and Guy by The University of Arizona.

He said he will also continue working to help the community.
