Unlawful sexual conduct investigation results in arrest of detention officer

SIERRA VISTA, Ariz. – A Cochise County Sheriff’s Office detention officer was arrested Monday in connection to an investigation into unlawful sexual conduct with an inmate.

According to officials, an allegation of sexual conduct between detention officer Jose Brian Moreno and a female inmate prompted an investigation on Sept. 1.

CCSO said the investigation concluded that the sexual conduct between the two was consensual. However, CCSO said it is against Arizona law for detention officers to engage in any act of sexual nature with an inmate.

“I cannot express my disappointment and frustration regarding this officer’s decision to violate his oath of office and community trust,” Sheriff Mark Dannels said. “As guardians of public safety and those we serve, our success comes through the continued earned trust and respect performed daily by each one of you. Acts of indiscretion and illicit-unethical behavior only tarnish the many good acts we perform daily.”

Moreno was booked into Cochise County Jail on two counts of unlawful sexual conduct, officials say.

Sierra Vista Police Department and Bisbee Police Department assisted in the investigation.
